The basic Polar (FS1) is a good and reliable heart rate monitor. It isn’t rechargeable but the batteries last a very long time.
If you want to spend a little money you can get monitors that have more functions and Polar is a good buy. I’ve had several different brands and the best for me was Polar.

I have a Polar heart rate monitor and a Garmin 301. I like the Garmin because it has GPS and lets me know how far I’ve gone and allows me to program workouts after creating them on the computer. The Polar monitor also works fine.
